Buckets are regional. Your source and destination buckets should be in different regions.

aws s3 sync s3://DOC-EXAMPLE-BUCKET-SOURCE s3://DOC-EXAMPLE-BUCKET-TARGET

Use the sync command. It will copy new or modified files.
